Ray [left], Civilian Aide to Secretary of War, on his tour of Army installations in the European and Mediterranean Theaters where Negro troops are stationed; Mr. Ray and party, which included Major Davis, arrived in Frankfurt, Germany, Headquarters, U. S. Forces, European Theater, on November 18; The tour will include army installations in Germany, Austria and Italy; Troop morale, community attitudes, housing and recreational facilities will be observed by Mr. Ray; A specific interest will be a study of the implementation of the War Department postwar policy on utilization of Negro manpower, 11-26-46."
